How Long Until Trump Puts The Military Into The Streets Of America?

Despite denials, the Trump administration has already considered using The National Guard to assist in rounding up illegal immigrants, and has openly called for the Guard to patrol the streets of Chicago. First, let’s look at an AP article that describes the first scenario (excerpts):

“The White House distanced itself Friday from a Department of Homeland Security draft proposal to use the National Guard to round up unauthorized immigrants, but lawmakers said the document offers insight into the Trump administration’s internal efforts to enact its promised crackdown on illegal immigration.

Administration officials said the proposal, which called for mobilizing up to 100,000 troops in 11 states, was rejected, and would not be part of plans to carry out President Donald Trump’s aggressive immigration policy.

If implemented, the National Guard idea, contained in an 11-page memo ( ) obtained by The Associated Press, could have led to enforcement action against millions of immigrants living nowhere near the Mexican border. Four states that border on Mexico were included in the proposal — California, Arizona, New Mexico and Texas — but it also encompassed seven states contiguous to those four — Oregon, Nevada, Utah, Colorado, Oklahoma, Arkansas and Louisiana.”

And here is the Chicago Tribune on the possible use of federal troops:

“The roots of Chicago’s gun violence epidemic are so deep and multifaceted that experts have long said law enforcement alone can’t solve it.

But in 24 characters of a tweet sent Tuesday night, President Donald Trump proposed his solution if Chicago can’t reduce the violence.


“I will send in the Feds!” Trump, who campaigned on a law-and-order platform, tweeted Tuesday night in a post that also quoted data on Chicago shootings published by the Tribune this week.

What exactly the president meant by the vague missive was a matter of open debate for hours Wednesday as law enforcement agencies scrambled to read between the lines and decide how — or even if — to respond.


The chain reaction Trump’s words set off illustrated how even from the Oval Office he has continued to use social media to set his agenda, regardless of the complexity or sensitivity of the subject matter.

It seemed to catch police brass in Chicago off-guard. In an exclusive telephone interview with the Tribune on Wednesday morning, Johnson said he was baffled by the meaning of the president’s words.

If it meant a mobilization of National Guard troops, Johnson said he would be opposed.”

Here are a few snips that were uncovered during The Iran-Contra hearings, including the “Rex-84” plan:

“Transcripts from the Iran-Contra Hearings in 1987 record the following dialogue between Congressman Jack Brooks, Oliver North’s attorney Brendan Sullivan and Senator Daniel Inouye, the Democratic Chair of the joint Senate-House Committee:[9]

[Congressman Jack] Brooks: Colonel North, in your work at the N.S.C. were you not assigned, at one time, to work on plans for the continuity of government in the event of a major disaster?
Brendan Sullivan [North’s counsel, agitatedly]: Mr. Chairman?

[Senator Daniel] Inouye: I believe that question touches upon a highly sensitive and classified area so may I request that you not touch upon that?

Brooks: I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed, by that same agency, a contingency plan in the event of emergency, that would suspend the American constitution. And I was deeply concerned about it and wondered if that was an area in which he had worked. I believe that it was and I wanted to get his confirmation.

Inouye: May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this, I’m certain arrangements can be made for an executive session.

The plan was called “Rex 84” Or “Readiness exercise 84”. Note that “Rex” also means “King”.

The newspaper article Brooks referred to was in The Miami Herald, July 5 1987 and was titled “Reagan Aides And The Secret Government”. a copy of the original article can be found at this link.

Here is a wikipedia summary of the Rex 84 plan:

Rex 84, short for Readiness Exercise 1984, was an alleged secretive “scenario and drill” developed by the United States federal government to suspend the United States Constitution, declare martial law, place military commanders in charge of state and local governments, and detain large numbers of American citizens who are deemed to be “national security threats”, in the event that the President declares a “State of National Emergency”. The plan states, events causing such a declaration would be widespread U.S. opposition to a U.S. military invasion abroad, such as if the United States were to directly invade Central America.[1][2][3][4][5] To combat what the government perceived as “subversive activities”, the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels.[6]

Rex 84 was supposedly written by Lieutenant Colonel Oliver North, who was both National Security Council White House Aide, and NSC liaison to the Federal Emergency Management Agency (FEMA), and John Brinkerhoff, the deputy director of “national preparedness” programs for the FEMA. They patterned the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million “American Negroes“, if there were a black militant uprising in the United States.[1][7] Existence of a master military contingency plan (of which REX-84 was a part), “Garden Plot” and a similar earlier exercise, “Lantern Spike”, were originally revealed by journalist Ron Ridenhour, who summarized his findings in an article in CounterSpy.[8]

Louis Giuffrida, the author of the plan to round up “21 million Negroes“, worked for then-Governor Ronald Reagan in California:

“In 1971 he left the Army and organized the California Specialized Training Institute for then California Governor Reagan. The institute trained state employees in emergency management and police in counter-terrorism activities.. It was during this time that Giuffrida became friends with Edwin Meese.
He also served as an advisor on terrorism, emergency management, and other special topics for Governor Reagan. He was eventually promoted to the rank of general in the California National Guard.
Giuffrida was confirmed on May 18, 1981. At the time of his nomination Giuffrida was president of the Specialized Management Services Co. and director of the California Specialized Training Institute.
During his tenure at FEMA, Giuffrida developed much of FEMA’s civil defense programs, including Continuity of Government.
Giuffrida was eventually forced out of the agency in 1985 after it was alleged that he spent government money to build a private residence at FEMA’s Emergency Management Institute in Emmitsburg, Maryland.”


It’s not a matter of if Trump will put soldiers on American streets, it’s a matter of how soon.

Most recently, the National Guard was called out to assist police in the response to protests in Ferguson Missouri.

And here is the Wikipedia entry on the use of troops in the 1992 Los Angeles riots:
“The third day was punctuated by live footage of Rodney King at an impromptu news conference in front of his lawyer’s Los Angeles offices on Wilshire & Doheny, tearfully saying, “People, I just want to say, you know, can we all get along?”[66][67] That morning, at 1:00 am, California Governor Pete Wilson had requested federal assistance. Upon request, President George H. W. Bush invoked the Insurrection Act via Executive Order 12804, federalizing the California Army National Guard and authorizing federal military personnel to help restore law and order,[68] but it was not ready until Saturday, by which time the rioting and looting was under control. Meanwhile, the 40th Infantry Division (doubled to 4,000 troops) of the California Army National Guard continued to move into the city in Humvees, eventually seeing 10,000 Army National Guard troops activated. Additionally, a varied contingent of 1,700 federal law enforcement officers from different agencies across the state began to arrive, to protect federal facilities and assist local police. As darkness fell, the main riot area was further hit by a power cut.”


However, to illustrate what may already be going on behind the scenes, and how elements of the military may already be deployed – we need look no further than the use of Delta Force at the famous WTO protests in Seattle. It wasn’t merely the Secret Service that wanted Seattle secure before President Clinton arrived for his World Trade Organization visit December 1 (see “Protesters riot, police riot,” SW, 12/2). Two separate sources now say the crackdown on demonstrators was pushed hardest by the US Justice Department based on the concerns of undercover units in the streets—among them, members of the secretive US Army Delta Force seeking to prevent terrorist chemical attacks in Seattle. The Delta contingent, known for its clandestine global assaults and rescue operations, has quietly been assigned some domestic security roles—such as its recently revealed involvement in the Branch Davidian standoff.

“They thought the security preparations here were the worst they’ve ever seen,” says a former Special Forces Ranger who met with the Delta contingent.

Seattle Mayor Paul Schell has accepted the blame for the costly WTO security breakdown after initially insisting the city was so prepared for the marches and demonstrations that Seattleites should come downtown and shop. Instead, out-of-control rioting one day led to a violent show of force by local, state, and federal officers the next. In the following days, 600 demonstrators were arrested and downtown was virtually deserted, with businesses suffering an estimated $20 million in lost sales and property damages (much of it covered by insurance).

A Justice official asking anonymity confirms the elite Army special force, operating under its cover name of Combat Applications Group (CAG), was in Seattle a week in advance of the Clinton visit to scope out possible terrorist acts. Under the control of the Joint Special Operations Command (JSOC) at Fort Bragg, North Carolina, the contingent took up residence in a Regrade motel and fanned out downtown dressed as demonstrators, some wearing their jungle greens.

The potential terrorist chemical or bomb attacks never materialized in Seattle as a serious threat, says an official. But using high-tech equipment, the force mapped out potential problem areas as well as identified possible violent demonstrators. Some Deltas wore lapel cameras, continuously transmitting pictures of rioters and other demonstrators to a master video unit in the motel command center, which could be used by law enforcement agencies to identify and track suspects. (Coincidentally, apparently, the FBI last week was holding a terrorist suspect who entered the US at the Port Angeles crossing. Officials said he carried a bomb timing mechanism and an explosive liquid that might have been intended for a major Seattle bombing—the Space Needle?—on New Year’s Eve. The suspect, curiously, had made a reservation and planned to stay, as the Deltas did, at a Regrade motel.)

Department of Defense undersecretary Walter Slocombe has acknowledged that covert action teams such as Delta Force are deployed to combat terrorism.

“These guys are the Army hot shots, the cowboys,” says the former Ranger who shared a few beers with the unit in Seattle. “They were wigged out about security here. They thought something drastic had to be done. I’d say they got heard.”

The above article is extremely important, as it describes how active military and even special forces are used to infiltrate protest movements, possibly serving as “agent provocateurs” to actually escalate violence. It is known that these agents will cause massive disruptions, flee back into the crowd and if caught are secretly released by the police.
The concept is now so widespread that Robert Reich raised the specter of agent provocateurs acting in the recent Berkeley protests against Nazi sympathizer Milo Yiannopoulos, who was scheduled to give a reactionary speech. From Reich’s blog:

“The events at Berkeley Wednesday night have been a boon to Milos Yiannopoulos, of Breitbart News, and to Steve Bannon, formerly head of Breitbart News and now Trump’s consigliere.

As you may know, on Wednesday night, February 1, Berkeley gave Yiannopoulos a major forum to spout his racist and misogynistic vitriol. But police had to cancel the talk because about 150 masked agitators threw Molotov cocktails, smashed windows where Yiannopoulos was scheduled to speak, and threw rocks and fireworks at the police – delivering made-for-TV images of a riot.”

More at the link, where Reich threads his theory that the scale of the riots may have been escalated by a paramilitary right. For instance, here is his quote from “The Hill”:

“When asked if it was “a strategy by Yiannopoulos or right-wingers” by host Don Lemon, Reich said he “wouldn’t bet against it.”

“I saw these people. They all looked very, almost paramilitary. They were not from the campus,” Reich said. “I don’t want to say factually, but I’ve heard there was some relationship here between these people and the right-wing movement that is affiliated with Breitbart News.”

Couple this with my report that a former Secret Service Agent has said he fears Trump will resort to using the militia’s as his own paramilitary force:

” I feel it important to mention a conversation I had with a man last week. He said his son had been a Secret Service agent who had recently left the service, took a pay cut and became a fireman.

“He saw the writing on the wall and got out before the election”.

Me: Well what does he think about Trump?

“He believes that the various militia groups may be used by Trump as street enforcers”

Me: Like the storm troopers in Germany? The S.A.?

“Absolutely, and I’m worried about it too”.


Let’s be clear about this; former Homeland Security officials have come out and said they believe Trump and Bannon need and want a terror attack to cow the country into submission and distract from the failings of their fledgling administration.
I have a feeling it would take much less for Trump to put troops in the street, but a renewed terror threat would result in martial law.
